It may seem that there is no solution, but there is actually a way for the cell phone to get batteries without the charge.
If you notice, there's a TV in the room where you're staying, which should have room for USB. All you can do is put the chips in there and wait for the phone to get charge.
I'm not gonna charge as fast as the original charger, but the good news is you won't be left without batteries.
