DNV: Political subjects spend over 1m euros in campaigning and use hate speech

Monitored Tasks

During the first three days of the election campaign, a total of 217 activities of political subjects have been observed, most of which have been public gatherings. The trend of public gatherings has continued over three days of campaigning, as a method political parties have chosen to deliver their messages to a larger public. However, no other forms of campaigning have been missed, where political subjects have organised door - to - door visits (at 11 cases), held meetings with targeted groups (on 13 occasions), and placed posts in public spaces (in 8 cases).

The electoral activities organised by political subjects in the first three days are as follows: PDK-70 activities, LDK-33 activities, LVV-35 activities, AAK-PSD coalition -25 activities, Serbian-20 activities list, Coalition Initiative - AKR-PD -19 activities, and 15 activities are organised by other subjects.

KKZ Warning

According to data received by the Municipal Election Commissions (KKZ), it turns out 148 meetings have been warned, while 40 of the mounted activities have not been warned as required by the law.

Citizens' Participation in Election Activity

The trend of citizens participating in election activities is variable. Nearly 400,000 citizens were participants in election activities on the first day, and on the second day, attendance decreased to approximately 18,000. On the third day, some 21,000 attended. Totals for 3 days of election activity are about 78 thousand and 500 people present in election activities.

Women's Turnout

The trend of women's participation in political subjects' activities has been noted. On the first day there were women's participation around 25%, on the second day a drop in turnout was seen to around 20%, while in the third, 21%.

For three days of campaigning, about 22 thousand women have been participating in political subjects' activities throughout the country.

Children's Turnout

On three days of campaigning, an increase in child participation has been noted, with approximately 730 children participating in the activities of political subjects. Their participation has been observed in 56 election activities, and in 13 cases it has been organised.

Access to Disabled Persons

Infrastructure for access of disabled persons has not been offered at about 33% of the activities monitored by DneV, while around 74 disabled people have participated. No significant change is noticed from the first day of campaigning to day three, the trend of present and space allowing you access to participation.

The Language of Hatred

Political subjects in the first three days of the campaign have used language that promotes hatred and insulting language against other political subjects who compete in these elections. In some meetings the words hajan, evil man, dark man, has stolen, criminals, etc. have been used to accuse each other. Basically, the motivating language that leads to hatred has political grounds.

In election activities monitored on 11 occasions, messages delivered during the event have contained languages that promote hatred on political grounds.

According to political subjects:

In activities organised by Coalition Initiative - AKR-PD has been spotted conveying political-minded messages in 1 event (in Prizren), LVV in 2 activities (Prizren), LDK in 3 cases (2 cases in Gjilan and 1 case in Lipjan), PDK on 1st occasion in Lipjan and Haen of Elez, Coalition AAK- The PSD in 1 case in Decani other subjects (in Grancanica and Ranillug).

Public resources in campaigning

The exploitation of public resources has marked increases from the first day of the election campaign, according to activities monitored by the DneV, where in 20 cases there were 50 official cars and 40 cases the participation of civil servants.

According to political subjects:

Official Cars

On Serbian List activities in Gracanica on 3 occasions, the use of the official car has been noticed, and in 2 other organisations of Serbian political subjects is observed by the use of official cars and the one in Ranillug and Shtrpce. PDK on 3 occasions in Enhence and 1 in Shtrpce, Initiative - AKR-PD on 2 occasions in South Mitrovica and with 1 in Vushtrri and Enhance, LDK on 2 occasions in the year, the AAK Coalition- PSD-PD in 3 cases in Kline and 1 case in Junic, LVV, in 1 case in Vushtrri have used official car.

Attending Civil Servants

Also, the presence of civil servants on activities organised by the PDK in 18 cases (from 1 case in South Mitrovica, Hain of Elez and Dragash, 4 cases in the Shtime, 3 cases in Lipjan and Skenderaj, 5 cases in Ferizaj), LDK in 6 cases (Gylan, Podivo, Viti, Prizren, Lipjan and Kline) has been observed. NISMA-AKR-PD 2 cases (in South Mitrovica), LVV in 3 cases, 2 cases in South Mitrovica and 1 case in Vushtrri), AAK- PSD-PD in 7 cases (on 3 occasions in Cline, 2 cases in Gjakova and 1 case in Pec and Ferizaj), 3 cases from the Serbian List (in Gracanica) and 1 other case in Shtrpce from another political subject.

Voter Education by Political Subjects

Voter education is one of the elements that was identified at 36% of the election activities monitored by DnV by almost all political subjects.

Speakers in Campaigns

The low turnout of women in election activities has followed all election processes in Kosovo, despite legal and constitutional guarantees of gender equality. In election activities that were monitored by DnV in the total speakers were 798 persons, of whom the uneven gender ratio between women and men remains the same since the first day. In three days of the campaign speaker's election campaign, there were 77% men and 23% women. While on 2 occasions, speakers have been disabled persons in Malishes, respectively, in separate coalition activities NISMA-AKR-PD and LDK.

The atmosphere of election activities

In general, the atmosphere in which election activities have developed has been calm. In addition to a case in Prizren when prior to the start of the PDK's electoral rally, its officials have clashed among themselves. With security intervention, the issue has been resolved and the activity has then remained calm. While the Decani Community has reportedly removed or damaged LVV Bills in 2 cases.

In most cases Kosovo police have been monitored for election safety.

Media Presence
The media have not been present at 133 locally monitored election activities, while the activities they have participated in have not been prevented from reporting freely.

Pollens delivered to PZAP

The DnV coalition on the three-day election campaign has filed six complaints against political subjects for deploying posters or banners to public spaces, as well as one case filed against the Serbian List for the publicist spot, which has pressured voters to vote on the particular political subject. P The ZAP has so far reversed three positive decisions where subjects have been fined 36 thousand euros.

Spending on Political Subjects

During the activities of political subjects for the three days of the campaign, it has been reported on the use of various articles (bins, voices, food, drink, lighting and lasers, chairs, fashioners, LEDs, pirotechnics, stands, and photographers), promotional materials, artistic performance, and transport tools.

Calculating on average market prices for each article/service, political subjects for this period have spent around 1m 64 thousand euros for organising activities on the entire territory of the Republic of Kosovo.

Media Monitoring

As for media monitoring, when it comes to television chronics data for the first two days of campaigning, they show there was mostly coverage PDK by 38 minutes, then VV by 36 minutes, LDK by 33 minutes, AAK by 25, PEK with 9, Word with 10, Serbian list 25, SLS 8 minutes and the Sloboda coalition by 8 minutes.

As for the minute the advertising points of political subjects and candidates aired on TV, monitoring data shows the AAK- PSD with 86 minutes, PDK with 42, LDK with 25, NISMA-AKR 14, Serbian List of 6.45 minutes.

From monitoring direct broadcasts “livestream” via Portile Facebook, the Coalition Initiative AKR, which has 261 minutes from just 3 portals, PDK has 213 minutes of 6 portals, AAK-PSD with 202 minutes, LDK with 163 minutes, VV and others do not.
