So Haradinaj's resignation sees it as a political act.
The government had no votes, had long lost legitimacy and was held to a large extent because of a legitimate need to resist the president's attempt to enter a territorial exchange process with Serbia. Since much of this project was accomplished, it was clear that early autumn would be the time for this government to fall. So the step has been more political than from any other context. We will enter elections at a moment that does not exist a party that can lead the country, but will need coalitions, perhaps even pre-election”, Surroi said in an interview for RTV Clock, while saying it is difficult to see coalitions formed but not impossible.
It's hard, but there's still room for coalitions. If one party decides to enter the coalition, other parties will be watching. Because of a large-scale Constitutional Court decision, it depends on forming the government by the party or coalition, which wins mostly votes, not necessarily even the coalition that can ensure this governing stability”, he stressed.
Making a balance of the Haradinaj government, Surroi ranks achievements, but also failures.
“Haradinaj has done well to have led the process of preventing Kosovo's division and exchange of territories, and has done well in delaying the agenda for the formation of the Kosovo Army. These are the two achievements of this government. The rest are a series of negative actions, to complete failures in some areas. It is a government that has largely spent on itself, not the citizens of Kosovo”, Surroi has said himself.
As for Haradinaj's call to The Hague, Surroi shares this comment:
I believe it could have gone to the corner. Reasoning on the first time he was invited to The Hague, Haradinaj was not charged. We now have an act, a new situation, and should focus on it”, Surroi says in this interview.
Asked whether there is a crack between the PDK and AAK, he says:
We have entered the pre-election campaign and will hear more and more emotional tone”.
The renowned publicist underlines that political parties should leave out of electoral campaign the 100% tax and dialogue with Serbia, as Kosovo has pronounced socioeconomic problems in its judgment.
I don't think they should be part of the election agenda at all. It has to be the reduction in socioeconomic situation. Kosovo is dramatically entering internal debt that within two years will undermine macro-financial stability. Kosovo has degraded in education, as many as 785 of 15-year-old children do not understand what they read, and Kosovo is the only country in Europe that does not have a social security system. There is no need for parties to deal with neither taxes nor dialogue, requires full consensus, rather than electoral race”, Surroi has stressed.
Dialogue with Serbia
“should resume with a reconceptive. A framework dealing with the problems Kosovo and Serbia have, from the missing, to the damage to war and a projection of the future”, Surroi says.
As for the change of administration in Brussels, Veton Surroi says a change must occur. Kosovo must insist on changing the negotiation process in Brussels conceptually. To talk actively with EU and US member states and find a format that will push this into a serious negotiation process”.
American Access to Kosovo
There's an American interest. There must be more serious communication. It's a communication level problem. If Kosovo goes to the level of ignorance with which it has been presented so far by the US even from other partners there will not be an effort to make it as easy as possible to overcome these problems”.
Germany- U.S.A., attitude toward exchange of territories
Kosovo doesn't want to. Nearly 80% of Kosovo Serbs do not want to have exchange of territories. It concerns not only regional security but the basic interest of Kosovo citizens. A new political mirror in Kosovo will need to present and a new political opinion”, he added.
John Bolton's visit to Kosovo
“I don't believe there will be a visit because there is no one to talk to in Pristina. There is no discussion on the issues of this importance with an outgoing government”.
Belgrade for dialogue with Pristina
“In Belgrade we have Vucinqiqi, which largely represents political power in Serbia. He has repeatedly sought agreement with Kosovo. So far, there has been poor level of representation and confrontation with it and a weak framework that has predicted all problems will be solved in exchange for territories. During negotiations in Brussels, Vuciqi has seen how weak Kosovo is intellectually and politically with its representatives and has exploited that space. But Kosovo's problem is not resolved in exchange for territories. If we're going to solve problems, an aspirin box is not enough. If you look at the negotiating development in Brussels, each decision has been worse than the other. We've lost 10 years in futile negotiations that eventually brought in a 100% tax. This reflects how abnormal the relations between Kosovo and Serbia” are, publicist Veton Surroi stressed.
Serbia's campaign to attract Kosovo recognitions
This shows only the cic-mics and Czechity of political relations and the negotiator process. Serbia by these actions is not doing anything that Kosovo will remain independent and recognised or did not recognise an island in the Pacific. Kosovo will remain independent, and this is an irreversible process. The idea that Kosovo's independence could return is nosens”, Surroi says.
Visa liberalisation, who has failed?
Kosovo politicians have initially failed, then Brussels has failed. Brussels uses this as a political, not technical card. In large measure, there is a political lure since Brussels and member states has been seen that Kosovo is most interested in the visa liberalisation process to export a large number of young people who see no perspective in Kosovo and thus turn the remittances back”, the renowned publicist Veton Surroi.
