Company Director “Institute Vlatko”, Vladimir Cizelj, has not stayed in France this year, says in a response of this company to Radio Free Europe.
A portal in the Central African Republic has written that Serbia's Foreign Ministry, through a mediator, in Paris during July 2019 has offered bribes to Central African Foreign Minister Sylvie Baipo Temon prior to the decision allegedly to withdraw Kosovo's recognition.
Meanwhile, the Kosovo Foreign Ministry, through a response to this scripture, had said this mediator is Vladimir Cizej.

Vladimir Czelj's name was mentioned in a statement issued by the Kosovo Foreign Ministry on 26 August, where the Serbian Foreign Ministry was told that it is offering bribes to states in exchange for attracting Kosovo's recognition.
According to a Balkan Radio Europe Free Radio Service research, Vladimir Cizelj was employed as Special Adviser of Serbia's Foreign Ministry. A United Nations document confirms this, where his name figures as one of the Serbian Ministry's delegates at a United Nations conference.
The Serbian Ministry of Foreign Affairs has not yet responded to allegations that it is using bribery as a diplomatic tool to get diplomatic notes from different countries to withdraw recognition of Kosovo.
