The Organisation for Quality Growth in Education, (ORCA), is extremely concerned about the recently created situation, where thousands of diplomas of thousands of students issued by various institutions of higher education are not in line with the laws in force.
Through a media response, O The RCA sees the conduct of criminal acts on the part of institutions of higher education which have probably deceived students by taking money from them, while not handing over their students' data records to MAST as envisioned by legislation in force. Therefore, thousands of diplomas issued by these institutions have no basis for recognition in Kosovo or abroad.
“The non-submission of records in the previous legal deadlines may seem like a trivial formalization, but in fact it is the part that confirms the authenticity of the length of studies, followed programmes and other issues of importance to the testimony to the studies”, the reaction of ORCA says.
In this situation O The RCA calls on investigative bodies to act quickly in identifying offenders and placing them to justice.
Meanwhile O The RCA calls on students victims of this fraud to address the bodies of investigation or trial by exercising indictments and criminal charges for institutions that have deceived them.
“O The RCA expects the MAST to inform the public with official information about what institutions are involved and also expects the MAST to exercise its competencies in accordance with the law and withdraw the licenses of all institutions involved in this fraud. Also, the possible involvement of MAST officials should be addressed by the Ministry of Investigations itself, as well as in disciplinary procedures within it”, highlighted in the ORCA response.
