Gordy comments Quinn's statement of dialogue: Kosovo will take no step until new government is elected

Southeast European expert and professor at the College London, Eric Gordy, commenting on the Queen's statement to Kosovo and Serbia, does not think Kosovo will take any significant steps until a new government is elected.
He says there is currently not enough trust between the two sides (Belgrade and Pristina) to work on a comprehensive agreement.
In an interview for Radio Free Europe, Professor Gordy says the Queen countries' statement offered nothing in return for the parties.
I don't think it helps much, in the sense that it's not clear what deal it's about. There has long been talk of exchange of territories, which appears to be not a applicable proposal, despite the fact that Vuciq (Aleksandar Vuciqi, president of Serbia) and Thaci (Hashim Thaci, Kosovo president) have campaigned for this idea. This had no major impact on public opinion either in Serbia or in Kosovo”.
He has said there is no particular reason for Serbia and Kosovo to take any major steps, as nothing is offered in return even though EU membership is mentioned, but, according to him, is unrealistic in the short term.
Gordy is also watching the tax.
“Another problem is the tax for importing goods from Serbia that the Government of Kosovo has imposed. Even in this issue there is no strategy, nor do politicians in Kosovo have any particular reason to give up the measure, which is popular in Kosovo”.
“As far as the tax on Serbian goods is concerned, I don't think Kosovo will withdraw this decision unless you do something in return for”.
Eric Gordy estimated that the Kosovo government would not take any significant steps ahead of the elections in Kosovo.
He said the parties are not ready to resume dialogue.
