This is a familiar format of the EU Council Presidencys at the beginning of their six-month mandate, which dates back to 1974.
The meeting, part of which are foreign affairs ministers of EU member states, as well as aspiring countries for membership, is conceived as an informal meeting for open discussions among foreign ministers to discuss the issues of the European Union's agenda.
The ministers are expected to address topics of promoting regional co-operation in areas of common interest. Among them, in question are European and regional agenda issues, initiatives within the Berlin process or other regional parallel crossings, which are aimed at the enlargement agenda.
Minister for Europe and Foreign Affairs Gent Cakaj during his stay in Helsinki has a busy bilateral agenda with his EU countries' counterparts to discuss expectations for a positive decision by the Council in October 2019 for opening membership talks with Albania. Also, the focus of meetings will be the situation in the region and bilateral relations among the countries of the Western Balkans region. /top Channel/
