Now the European Parliament must vote with a simple majority of Borrell and he will officially assume the new role.
Diplomacy chief has a key role in dialogue between Kosovo and Serbia for normalisation of relations, a dialogue that is the condition of the EU for both states if they want to continue their European path.
But if Borrell is elected, then there will be confusion about continuing dialogue when Spain does not recognise Kosovo's independence.
Even Borrell, who is from Catalonia, did not get visas for the Kosovo sports delegation, as well as did not allow the use of Kosovo state symbols, saying Kosovo could participate in sports events in Spain only on the flag of Serbia.
In 2018, Spain had allowed Kosovo to appear in the Mediterranean Games of Tarragona under the international flag.
