The German minister's visit to Kosovo comes after the meeting that Minister Ismaili had with him in Berlin last year.
At the same time, this was the first visit by a German health minister to Kosovo, which also formally launches co-operation between the two countries in the health sector.
Minister Spahn will meet with Kosovo Prime Minister Ramush Haradinaj during the day.
The signing of the agreement between Kosovo and Germany is expected to take place at 13:30.
