In Puls of KTV, Hamza has said the government should be very careful not to enter contractual obligations more than there are budgetary opportunities.
You cannot produce a contractual obligation for the country unless you have clear financial construction”.
He, too, said the “problem was produced by the preliminary government because it entered with a contract of a certain value, while having not budgeted enough to finalise the contract on time. Besides, he hasn't made a deal or an annex”.
“As far as the sum is concerned, should it be 53, 30, or 10, 60 or even 70, it is a matter of expertise and interpretation of the contract. We're not contracting parties. The contracting partner is the Ministry of Infrastructure and it must manage the contract. And now the tools are in the budget and we've made decentralisation”, Hamza added.
In question of whether someone should be responsible, Minister Hamza has replied: “are the responsible and competent organs that are considering the case. They will come out with appreciation. They have a legal obligation and are paid and financed in accordance with law and regulations in power”.
He also added that “as the manager, calls on them and is seeking not to enter contractual obligations for those who are not able to cover them. I have sometimes reacted to official government documents and responded to decisions about expropriation, both local and central level”.
Any decision on expropriation produces a commitment and then if these financial obligations are not carried out, then with regular procedure through the accounts the means will be taken, with many municipalities and ministries being taken”, he concluded.
On the other hand, he has expressed fears that this government too, but local government at the level of the country tends to enter contractual obligations without financial coverage.
