Serbian media: Kosovo- Serbia by year's end, but on one condition

Serbian media write that at the regional leaders' meeting with German Chancellor Angela Merkel and French President Emmanuel Macron in Paris on July 1st, a framework for resolving the Kosovo issue could be formulated, while the final proposal should be adopted by the end of the year. If it were to come true [...]
If such a scenario were carried out, the referendum in Serbia regarding Kosovo could be held in the spring of 2020, along with regular Serbian parliamentary elections.
Such an option, writes the Serbian newspaper “Blic”, has confirmed to this media different sources from diplomatic circles.
However, such a scenario will be possible only if the Paris meeting occurs.
As recently speculated, Chancellor Merkel and French President Macron have disagreements about how to elect the new European Commission president, but also about who would be candidates for European institutions. Although in opinion they want to leave the impression that everything is in order and that there is no dispute, close sources with both sides confirm there has been a cooling in reports between the two most powerful European political figures, writes the Belgrade newspaper.
If it comes to the July 1st meeting in Paris, which from today's perspective seems very far away and uncertain, then we can expect a framework or platform to be formulated there, which should serve as a starting point for a final solution to the” problem, a diplomatic source has been told the Belgrade newspaper, sent in to Telegrafi.
All interested parties would receive a framework, which would then be harmonised.
Then both sides would be given a few months, or more, to negotiate what they wrote in that fundamental document, change any part, introduce new details and harmonise the final draft for resolving the Kosovo issue, and with that document to appear before their citizens”, the diplomatic source was quoted as saying.
Serbia's President Aleksandar Vuciq has said he still does not know whether they will have a Paris meeting, due to consultations by Chancellor Merkel and President Macron with the Americans.
The “E know they speak to each other and they know it shouldn't be allowed to be a disaster for Paris. If it appears to be going that way, who knows if the Paris meeting” will happen, Vuciq said.
President Vuciq has reiterated that Belgrade's position will be clear in Paris, unchanged and absolutely rational and reasonable for Pristina to lift taxes for Serbian goods in order to go into dialogue in an effort to reach a compromise.
But to reach a compromise, as you would say: “Kosovo is inside these “>, I will repeat the same sentence: I think Kosovo is part of Serbia, you are independent, and what do we do then? Because everyone in the world pretends like they don't know, when they hear this, there's no problem with us doing this, even though it doesn't affect us and our accelerated growth”, Vuciq said.
According to the most optimistic forecasts, if the framework is created in July, by the end of the harmonisation could come by the end of the year, and if that happens, then along with the regular parliamentary elections scheduled for the spring, there would be a referendum in which citizens in Serbia would vote for the proposal about Kosovo.
Dragan Djukanovic, from the Centre for Foreign Policy, has told “to Blic” that it agrees on 1 July in the French capital could reach a framework for resolving the Kosovo issue. He said it is not much preferred to talk about deadlines for reaching the final solution.
“As an opimal deadline still remains the end of 2019, but we have seen that in the first half of this year, almost nothing has been done, so it is not good to speculate with dates and deadlines”, he said, records the Telegrafi.
In the question of whether this means that citizens at the polls will be able to vote at the same time for MPs in the Assembly and declare themselves in the referendum, Djukanovic said that “does not exclude this opportunity. ”
Serbian President Aleksandar Vucic said the West has three possible views on resolving the Kosovo issue, while the Russians are fourth.
I tell them the truth, nor can Western powers agree on what to do with Kosovo. Even they don't know what they want. When I ask them what they want, they don't know. There are three views on this issue, which are different, while the Russians even the fourth [standing on Kosovo]. Western powers have no idea what to do with this matter”, Vuciq said.
Kosovo Prime Minister Ramush Haradinaj has said that Serbia will be the main blame if the meeting in Paris is not held.
He said he does not rule out the possibility that the summit, warned not to be held, but says it will not be Pristina's fault, but Belgrade's, because it conditions the continuation of dialogue.
Belgrade's stance is that there is no continuing dialogue without the removal of the tax on Serbian goods.
