Phillips, director of the Peace and Rights Programme at the Institute for Human Rights at Columbia University, simultaneously author of the text “Secret negotiations will betray Kosovo”, told the portal Demostat that some individuals at the US National Security Council support partitioning of Kosovo, while others, including members of Congress, oppose border correction.
Phillips argues that the idea of exchange of territory is bad, among other things, as it does not imply Kosovo's automatic membership in the UN and says such a plan would not receive the support of Serbia's Parliament.
Serbia simply needs to recognise Kosovo within existing borders. The taxes will be lifted and Serbia's path towards EU membership will be accelerated, as it will meet the criteria in Chapter 35”, he said.
