Leka's suspicious advantage at the University of Gjilan and people's favour in the justice system

Professor Dukagjin Leka currently holds the position of the International Relations Project at the University of Gjilan “Kadri Zeka”.

Periscop has provided evidence of how in 2015, illegal Leka was proposed for advancement in the academic call "Assistent Professor" in this university by the Recedent Commission.

In the Confidensation Report of the Responsive Commission, Leka is recommended for academic appeal, Assistant Professor, despite the fact that the same one still did not have a nominal degree, as University Order requires.

At Article 5 of the Order's Advantage of Academy Staff in this university, which was in effect on December 9, 2015, points out that “Candidates who have conducted basic studies, master, magistrate and doctorate outside the country should bring evidence for the nostification of the corresponding degree, in contrast, the applicant file will be considered incomplete”

Leka's file, which, based on this University Order, would have to be declared invalid, had been prosecuted further by the Resigning Commission.

This Commission, top of the Prof. Feyzullah Hasan é former chairman of the Supreme Court, as well as member Kadri Kryeziu, former judge of the Constitutional Court and the other member, Prof. Ash. Dr. Qerim, on December 18, 2015, proposed to the Leka candidate Senate in the position of Assistant Professor, although the same one did not have a nominal degree.

Leka, had delivered to the Commission only evidence that his diploma is in the process of nostation. But that the final decision by August was not yet known, nor was there any concrete evidence that the answer to Lecha will be positive.

In fact, the Commission's report only says that Leka is awaiting a doctoral diploma novident at the University of Tirana.

And in such cases, based on the rule in force for the advantage of the Academy Staff, the file should not be processed further by this Commission.

This has been practiced several times by several relevant commissions on the issue of advancing the academic staff in this university.

Periscop has secured two evidence of other candidates whose files were declared invalid due to unstisted diplomas.

The following two documents state that those subjects cannot be processed further with the reasoning that the diploma was not nominal.

The report on Leka is seen as the Recensors Commission has proposed its promotion, despite the fact that he is in the process of nostalging his diploma in August, and that he is awaiting a final decision.

In that report, members of the Commission share the opinion that Leka is more closely meeting the terms of the choice of teaching (Assistent Professor) for a group of international legal subjects.

It also mentioned that the diploma was not yet nominal.

The “Commission, however, wants to draw the attention of the Research and Senate Commission of the University “Kadri Zeka” that, although the candidate has brought testimony to the start of the Diploma recognition procedure won at the University of Tirana, however, he is waiting for the final decision”.

That Leka has been nominated for promotion by the Commission, despite the university's rule of nostalment of the diploma, and testifies to the response that Periscope was given by officials from the Ministry of Education, Science and Technology.

Based on the request for access to public documents, the August response says that the DSA's “Leka's Hand is considered in the meeting held by date. 21.12.2015, the candidate has finished his doctorate studies and won the title “Doctor in Legislation and European Institution”, won at the Institute of European Studies, Albanian”.

In all of this, even more attention is drawn to the fact that the case of Leka had been passed to the Commission, which was led by one of the most important people in the trial during that time, Feyzullah Hasani, who was chairman of the Supreme Court.

Ironically, Periscop also brought to him a statement by the chairman of this Commission, Fyzullah Hasani, who only a few days before acting illegal, spoke of professionalism in the quality of the Supreme Court's president.

The diploma nomination for candidates who have completed studies outside Kosovo was one of the key criteria required in the competition, in which Professor Leka also applied.

Thus, the report on Leka's promotion in the academic appeal ?

The documents Periscopi holds that the Studies Commission has been considering the report's assessment of the Resensive Commission and the giving of academic appeal to assistant Professor Dr. Dukagjin Leka.

After passing to the Resensive Commission and the Research Commission, Leka's promotion was also voted on by the Senate.

On January 8, 2016, Senate UKZA chose Dr. Dukagjin Leka in the academic call assistant professor.

Contacted by Periscope, Professor Dukagjin Leka, has said his diploma was nominal when the Senate's decision was made about him.

He even recommends that the agreement be viewed that has been reached between Kosovo and Albania for mutual recognition of diplomas.

“One, I had the degree nostified. I don't know who gave you this information. Two, look at the ombudsman's recent decision of no-take. Three, see the agreement that Minister Arsim Bajrami has had with the Ministry of Education in Albania for direct recognition of diplomas from the University of Tirana and Pristina. Look at these documents and then you can find another 150 cases at Pristina University. That advice I had given to finish the discussion with me. It's the smallest problem, the article. The agreement between Kosovo and Albania on recognition of diplomas of accredited universities operating in the country has been reached on March 25th 2015.

But numerous candidates had been complaining about its failure.

So many of them had again continued to apply for the nostrination of diplomas, like Professor Leka.

And he was asked, even though he applied for the graduation nomination in August, since he estimates the diploma recognition agreement between the two countries has been applicable.

For points of benefit, I have aplic for the diploma pass. I've had my Nobel degree when the Senate decided. I've applied that I've had a tendency to develop in life, like any other application I make. I only talk about my case, I've had no register. My file is complete. The Senate's decision was with a nominal degree of”, Leka said further.

He has said he has nothing to worry about, since in his choice he says there has been no legal offense.

Currently Leka is one of the closest people to the current sector at Gjilan University “Kadri Zeka”, Bajram Kosumi.

Thus, the latter also selected Leka as a projector for international cooperation.

Currently, Leka continues to legalize at this university's law school.
