The IPA is a European Union financial instrument aimed at helping countries in the EU membership process.
Minister of European Integration in the Government of Kosovo, Gift Hoxha, in a conversation for Radio Free Europe says that during the 1920s alone, Kosovo has arrived and will use more than 300m euros from IPA funds.
“IPA funds should be seen year-on-year and we can say there was growth. By 2017 there were over 70 million, while in 2018,2019 and 2020, there are 100m euros respectively. Kosovo per capita is the biggest recipient of European Union funds after Palestine, while in the region we are the largest receiving of the IPA-” funds, Hoxha points out.
However, very critical are representatives of civil society who consider Kosovo losing some of the IPA funds.
Albana Rexha, senior researcher in the Group for Juridical and Political Studies in a proposal for Radio Free Europe, says the Government of Kosovo is losing these funds due to neglect and nonrealism of reforms, which emerge from the Stabilisation and Association Agreement (MSA) and the Agency for European Reforms (ERA).
