Haradinaj Merkel meeting on Thursday, is what is expected of this meeting

Aware of political issues say that at this meeting key issues to be discussed are taxes and dialogue.

Political analyst Behlul Beqaj, Prime Minister Haradinaj's visit after the Berlin summit and before that of Paris, links him to whether at this meeting the Haradinaj Government can complete the dialogue process.

According to him, what will happen at this meeting will be an additional argument in the function of clarifying the position even in terms of the opposition's motion for the collapse of the government.

The prime minister's “vision will be an additional argument in the post of clarification of position as far as the opposition motion is concerned, but also in the continuation of the ruling coalition. So there's going to be a separation between shahp and sugar, because it's a certain moment when the actual direction of whether to go into elections is to be taken because this coalition is unable to complete the dialogue process successfully. And if indicators show that this coalition does not give readiness that it can succeed in completing the dialogue process, then they will most certainly receive other signals that will encourage the opposition to go to the elections and legitimise a new spectrum perhaps and old, but that it has received in advance assurances that it will be the punctual executioner of the implementation of the agreement that has remained in half the way or is currently in a deadlock”, he claims.

Beqaj says Prime Minister Haradinaj's meeting with Chancellor Merkel also relates to the Paris meeting on 1 July.

“Anyway, there is about whether, eventually, indicators go in the direction that the willingness of the prime minister and this coalition exists for the process to be followed in line with drivers, who demand that we have an end to the epilogue of dialogue between Kosovo and Serbia. And the opposite, if it is seen that there are no indicators that speak in the function of further push, then the opposite will happen. Then the opposition will be forced to speed up the motion issue and will surely create an environment that even by the ruling coalition will vote because they need two votes at least from the ruling coalition to bring down Government. But, I don't think it will be very problematic, given the fact that there are more Kosovo Parliaments than there are people with dignity”, he says.

On the other hand, Artan Murati from the Kosovo Democratic Institute says that in this meeting besides dialogue, taxes will be discussed on Serbia and Bosnia and Herzegovina. He says the issue of visa liberalisation for Kosovo will also be discussed at this meeting.

The “under all odds will be discussed two key issues, which are both a concern of the European Union, and of Kosovo on the other side. For one thing, tax and the future of dialogue between Kosovo and Serbia, with the fact that setting the fee for Serbian and Bosnian goods has created some way as an obstacle to continuing dialogue. According to all likelihood, this will be one of the main issues to be discussed, since Germany, like all other EU states, is interested in the process of dialogue between Kosovo and Serbia to continue, and an acceptable choice for both sides is reached. Likewise, we continue from what has been discussed at the Berlin summit, in all likelihood there may be discussions as to the idea of exchange of territory or correction of borders, something Germany has consistently rejected”, he declares.

As far as the tax is concerned, Murati says Prime Minister Haradinaj has not been subjected to pressure for its suspension so far.

And how long we are monitoring this situation that has developed after the tax is imposed and the way the dialogue has affected and normally in terms of foreign policy tax has not always gone in favour of ours. However, we have seen that a classic pressure on Prime Minister Haradinaj is not that it has taken weight so far from no one, it has even come directly from the US, but that much has been taken into account and Haradinaj has continued to remain faithful to the decision he has made. However, with Merkel and Germany, generally, there seems to be a kind of greater approach to reports in this period when we are seeing a slightly different EU approach. Germany has been the state that has probably been with a more friendly approach to Kosovo and perhaps a tendency to deal gently, as we say in the population, to seek the situation of a solution, at least a temporary lim result in order to give it a chance for dialogue to continue. Then, to resolve a final solution in terms of the dialogue process and the future of the two states towards their European path”, he says.

Following the Berlin summit, state leaders at the invitation of France's President Emmanuel Macron on July 1st will gather in Paris.
