Arifi has neither respected the Foreign Affairs Ministry Circle nor left any temporary charge of work in the United Arab Emirates.
He has not even announced the Ministry of Foreign Affairs, the obligation that every chief of the diplomatic mission has, and every diplomat accredited in any host country, who cannot leave that country without the approval of the Secretary-General and MPJ Cabinet.
Practically, with his secret going to Berlin, Ambassador Avni Arifi has closed the Kosovo Embassy in the United Arab Emirates.
Periscop has secured the interior circuit in force of the Ministry of Foreign Affairs, signed on March 21st 2019 by Deputy Prime Minister Behgjet Pacolli, the minister of foreign affairs, who records the violations of Ambassador Arifi.
At the point 3 of this circuit in power, Arifi's offense, to which some disciplinary action is not yet known, is clearly identified.
“In the event that the mission chief leaves the host country, the MPJ in Pristina should necessarily be notified, as well as the reason for his departure. Neither the mission's chief nor any accredited diplomat in the host country can leave the mission without the approval of the mission's chief, or Secretary General, Director General and MPJ Cabinet”, the MPJ circuit is said.
The MPJ cabinet had confirmed days earlier that they were not notified of this move by the Kosovo Ambassador to the United Arab Emirates. /Periscopi/
