The Council stresses that it is only a confirmation of the conclusions without question, or other decisions by the heads of member states for the enlargement process.
The summit of EU leaders in Brussels begins at 1500, and the adoption of conclusions on the EU's long-term budget, climate change, dezinformation and hybrid threats is expected.
EU presidents and prime ministers will also discuss foreign affairs, and a decision is expected to extend sanctions to Russia for six months.
In the first part of the meeting, confirmation of ministerial conclusions on enlargement is expected.
At the end of the meeting, European Council President Donald Tusk and European Commission President Jean-Claude Juncker will inform EU leaders of the latest developments regarding Brex, including EU preparedness for the scenario Britain leaves the EU without an agreement.
