U n EFA will hear the case Thursday, July 18th, while sanctions are expected to be the full or partial closure of the stadium, time.net writes.
The leaders of the Group, England, will meet in Sofia with Bulgaria, located in the final position of the Group on 14 October.
The European football management body is also investigating Latvia for possible racist behaviour by their fans in losing as native to Israel within Group G.
Montenegro was forced to play a match without viewers as locals following racist abuses against English players from fans in March.
Kosovo played in Podgorica without viewers in the June 1st 1st draw.
In the match with Bulgaria, racist calls such as the Serbian “ubi” were heard at the stadium, which are called by Serbian fans, which means “mbibini Albanians”.
