American Professor: Thaci and Vucin can publish agreement on territorial exchange before 1 July

American Professor David Phillips, who is director of the Peace and Rights Building Programme at Columbia University's Human Rights Research Institute, estimated that when it comes to the idea of exchanging territories between Kosovo and Serbia, the United States' position is more unclear [...]
Phillips, who is author of the script “Secret Negotiations, will betray Kosovo”, published a few days ago at Gate B The IERN for “Demosta”, which is broadcast by “Beta”, said some in the US National Security Council support partitioning of Kosovo, “por others, including members of Congress, object to the correction of limit”.
In the article published by BIRN, this professor claims that Serbian and Kosovo President Aleksandar Vuciq and Hashim Thaci have met behind closed doors to discuss the agreement to normalise relations between Kosovo and Serbia.
The American professor's text says that “there are rumours Thaci and Vuciq are planning to publicise the territorial exchange agreement shortly before their next meeting, which will be held in Paris on July 1,”.
Referring to an unidentified co-talker from Kosovo, Philips stresses that “the terms of the agreement are: that Serbia be reconciled with recognition of Kosovo; Kosovo give up northern Mitrovica and three other municipalities in the north; Kosovo will take between four and seven villages in the Presevo Valley of Kosovo, these villages may not constitute a unique territory; Ujman Lake essential for Kosovo's water supply and electricity will be a territory under international protectorate from an organisation, such as NATO? The Serbian Communists association will be formed in other parts of Kosovo where Serbs live and will be responsible for urban and rural development; The status of Trepca's mine remains unclear”, Telegrafi broadcast.
Phillips advocates the position that the idea of exchange of territories is bad, among other things, because it does not imply Kosovo's automatic membership in the UN, and claims such a plan would not have received the support of Serbia's Parliament.
Serbia simply needs to recognise Kosovo within its existing borders. Customs tariffs will be removed and Serbia's path towards EU membership will be accelerated, as it will meet the criteria in Chapter 35”, he says.
