The ambassador holds position after the mandate, MPJ pays 53 000 euros

Even an ambassador of this ministry has been paid after the four-year term was completed without a decision to continue, broadcasts Indesksonline.

For the ambassador, who has not disclosed the National Audition Office, thousands of euros have been spent, even though there was no decision to extend his mandate.

Based on the Law for Foreign Service of the Republic of Kosovo, Article 22, respectively, diplomatic representatives remain in service on the same diplomatic mission for a four-year period, or as required to meet the needs of the ministry. Under the same law, the possible extension of the mandate is in the ministry's discretion.

The audience for the MPJ's diplomatic foreign service has found that a ambassador who was appointed by 28,06,2013 through the President's Decree continues to exercise the ambassador's office and receive wages on the same mission, even though there is no act to continue the length of his stay on that mission.

The annual salary received by the ambassador in 2018 is $53,021. THE office has asked for clarifications from the ministry, but no valid reason has been given for this.

Keeping the ambassador's position unannounced could have influenced the state to be represented by the official persons who have no valid decisions (deserved) and paid without any clear legal basis.

The minister must review such cases and ensure that diplomatic personnel, including ambassadors, have the necessary legal basis for action in the exercise of duties and responsibilities in diplomatic missions, a comprehensive Law on Foreign Service”, are said in this report.

That was the case last year, where ZKA had recommended that the minister's discretion be formalised by an act, decision or letter that would authorise the further continuation of the mandate.
