Signs of the dispute have emerged between France and Germany, following the EU leaders' meeting after elections that changed balance in parliament.
Talks are a chance to assess the new political image and assess candidates for higher jobs in the EU.
But the leaders of France and Germany have already suggested different figures to take over the key role of EU Commission President Klan Kosova reports.
The vote showed that the large blocks of the centre lost most of them for the first time.
Nationalists, liberals and greens took on more ground, leaving the EU more fragmented and the possibility of finding the most distant consensus.
Talks during Tuesday's dinner can't result even with a close list of candidates questioning will likely last for months.
