The US Secretary of State's visit today will be the first among the top officials in these two countries since the publication of Robert Muller's edited report on Russian interference in the 2016 presidential elections, writes The Guardian.
Muller's investment seems to have made Trump's desire for stronger ties with Putin, whom he openly praised during the campaign.
Segei Lavrov, Russia's foreign minister, called for talks in an effort to stabilise bilateral relations that deteriorated by the special prosecutor's report and the increasing tensions in Venezuela and Iran, whose leaders are backed by Moscow and rejected by Washington.
Lavrov blamed the US for provoking the current crisis with Iran that emerged from the nuclear agreement negotiated by the Obama administration.
