According to the latest report published by the Kosovo Anti-Corruption Agency, 1873 senior public officials, who exercise more than one post, have reportedly been identified.

Arton Demhay from the COHU organisation, for Radio Free Europe, says the number of public officials with multiple functions could be even higher. This practice, he underlines, is also a conflict of interest that presents many problems.
It is not at the same time logical for an official to hold certain positions because he cannot be effective in either of his positions. Even so, under other laws that regulate these issues, indicate that the moment the person receives the work contract, he is obliged to work for eight hours at his workplace. Even Medjidie Demolli Nimani from Movement “FOL” in a conversation for Radio Free Europe says that with holding multiple positions, top officials cannot be successful. According to her, this phenomenon hinders the employment of other unemployed persons and that in Kosovo it is extremely high.
Unfortunately, here powerful people, the largest figures in political parties can have more than two positions. It would be good to have an analysis that these officials hold these positions because there are no other quarts. And that there is no such situation when we consider the large number of graduates of high education institutions in Kosovo and abroad who wait years for a job in public institutions”, Demolli said.
The Law on Prevention of Conflict of Interest states that during the time of public office exercise, the official must act in defense of public interest and has no right to put his private interest ahead of public interest.
The conflict of interest arises from a situation in which the official has private interest, which affects, can influence, or seems to influence, the conduct and objective of his official duty.
