All today's clashes in the country for government spending money

Kosovo Assembly deputies have held parliamentary debate at the extraordinary session to start with the LDK GP over Kosovo government's decisions on sharing financial means from unforeseen spending, or state reserves. Kosovo Prime Minister Ramush Haradinaj and Finance Minister [...] attended this session.
Kosovo Prime Minister Ramush Haradinaj and Finance Minister Bedri Hamza attended the session. Both have defended the government's decisions on sharing unforeseen financial means by the current government.
Loudly and on charges of misusing taxes on the country's citizens were LDK deputies. While status deputies have considered the call of this extraordinary session unnecessary and futile.
LDK MP Driton Selmanaj said the sharing of financial means for unforeseen spending has been done without any value.
The current government of the Republic of Kosovo since receiving the mandate has begun implementing the poor practice of budgetary division through government decisions with particular emphasis, sharing financial means for unforeseen spending. Separation and destination of these tools is taking place without clear planning, without assessment criteria, without budgetary financial analyses, without analysis of needs, these decisions have only one goal, to meet the prime minister's electoral appetite and coalition, said in brief. PAN”, Selmanaj said.
According to him, for the last period of 2018 alone, 8m euros have been dedicated to unforeseen expenses.
“Only for 2017 and 2018 The Kosovo government has issued over 60 separate decisions totaling 8m of 337.282 euros from the budgetary line, projected expenditures. The same practice is taking place during this year, where for only two months of January-February 2019 with the government's decision, 1m and 700 thousand euros --” -- Selmanaj has said.
On behalf of the PDK's GP, Safete Hadergjina said that with the spending of the government's reserve, the state is not at risk, while calling this session has called it futile. She says the opposition aims to fuel panic in citizens.
The opposition parties have often collected signatures to make stupid sessions. They've called for hearings spreading disinformation that the state is going to be destroyed, they've put fear and panic in citizens instead of being unique in state interests, participate in the negotiating team, they've called in sessions that have begun further to divide the Albanian factor that no one gets through that sort of thing... with spending the reserve of Government does not endanger macro-friendly stability, the state does not get jeopardised, it's very important for spending this budgetary code to be respected the law on transparency and account of <1x>
And Vetevendosje GP chief Glauk Konjufca considers it frustrating how the government manipulates tenders even at parties, such as the celebration of the 11th anniversary of Kosovo's independence.
This government doesn't know when the independence of Kosovo is, or what's the matter? You know that the date of Kosovo's independence does not run, every year is February 17th as I remember. How can the expense of independence always be spent on this fund and always with enormous financial shocks. One year we spend 200,000 euros, one year 500 grand and no one pays. A simple emblems has been paid nearly 5 euros. It costs between 50 cents and 1 euro. The tender for independence is given to satisfy some militant. And for what event, for Kosovo's independence, this is outrageous”, Konjufca said.
Konjufca has stressed that it is sad how Kosovo taxpayers are charged with paying 1.2m euros to the country's president.
You have provided unforeseen expenses for the president. How could the Kosovo state provide hundreds of thousands of euros for the president's personal lobbie. Did the President promise them a coalition? Every time he asks for money given from Kosovo's budget. For his personal books, too, for his personal lobe. What we care about is lobbiing for Hashim Thaci's personal figure why with the payment of Kosovo taxpayers, and from which state reserve which is dedicated only to humanitarian disasters. 1.2m euros have been paid to you citizens of Kosovo for the president with a steady flow of”, Konjufca said.
Blerim Kuci has had remarks about calling this session. According to Kuci, the Government's decisions on sharing unforeseen financial means are not in conflict with the Law on Boards or with that of Public Finance Management.
It's about a government decision that very well refers to the laws and provisions set out. No budget law or public finance management law has been violated. The Government's decision refers to specific provisions. For MPs who don't have the right time or the right knowledge, they should only refer to the particular article if the law is violated, but no. If we talk about morality and politics it's something else”, Kuci said.
He has proposed that a resolution be established by which it is determined that when allowed for the Assembly to call extraordinary sessions, since according to him, extraordinary sessions cannot be called for any reason.
Kosovo Prime Minister Ramush Haradinaj has welcomed the government's accountability debate about spent money, while he has said that sharing these financial means is the practice of pre-governments.
Discussions that have taken place in public about the 11th anniversary of Independence celebrations. Pares have been split up that it was nominated in Government by the Foreign Ministry, the money divided has been carried or dedicated The MKRS, the previous activities, has made the initial mechanism of state protocol for the events that follow. As I know the cost of spending on the 11th anniversary of Independence is about 175 thousand euros, the money is more divided, all others return to the budget, I have asked for an internal audit and general audience to see the truth. Because I assure you that most of the personnel working in the prime minister's office are not of the Alliance, the pledge is not even of the PDK, there are also LDK, there are even no parties. As for the issue of unprecedented spending in Kosovo, there has been a practice in 2016 that has been to divide the unprecedented expenditures of 8 million and 178 thousand and 741 euros have been spent 8 million and 124 thousand and 976 euros. It was said earlier that it was an election year, but there was no solution. In 2017, 7 million and 40 thousand, 6 million 965 thousand were spent. It is an ongoing practice of P-governments DK, LDK now even government Haradinaj”, Prime Minister Haradinaj said.
Finance Minister Bedri Hamza stressed that when it comes to spending the reserves over the years, it turns out they are similar, but there is a drop in spending in 2017 and 2018 compared to 2016. He even said he has an improved banking balance.
While stressing that for the celebration of Kosovo's 11-member independence, the government has earmarked 500 thousand euros.
There is no deterioration in any segment, no macroeconomic indicators during this government. Rather, we have improvement. I'm not gonna minimize any concessions, any mistakes, any defects. I'm about to say them and I'm about to fight them and stop them... Kosovo is the only country in the region to have launched the transparency portal and where any money spent by any budget organisation becomes public. As for the legality of spending public money, it's also a duty of the National Audition Office, and they have a greater obligation to audit the way public money is spent on whether it is in accordance with law, regulation and transparency. As for the latest funds, which is the celebration of Independence, are divided by the Government's decision of 500 thousand euros, we expect to have an official report from the budgetary organisation that is obliged to do so and make it transparent”, Hamza said.
LDK MP Lumir Abdixhiku said why there should be so much concern when account for the spending of the Independence Festival. He asked what can be expected of this government, which steals pencils for Independence.
When we say that they're paid 20 times more in parachutes than they're lucky, we're being told that the Albanian factor is being divided. So we say how it's possible that we've billed a 12,000-euro parachute, 6 thousand euros for design, and parachutes have been designed. When we say it's stolen in pencils that the price of the pencil presented is 30 cents rather than 3 euros, we're being told why you're dealing with this subject because it doesn't cause a financial crisis. It doesn't cause a financial crisis in pencils, nor does spending 500 thousand euros cause a financial crisis. But not spending 53m euros on Bechtel causes financial crisis, but it causes another crisis, a moral crisis of society, which is said to be corruption. And when the government steals pencils in independence, what it expects from a chairman of a board employing 4 children”, Abdixhiku said.
MP Milaim Zeka said Prime Minister Haradinaj is surrounded by several minor thieves.
The prime minister's “is being treated by small thieves, who are stealing them with pencils, who are stealing them with independent flags, are stealing them with the decorating of four pillars that have been made in the centre, which cost 12 thousand euros, predict what big venaries are doing”, Zeka said.
He has called this session's call unnecessary, since, according to him, access to financial means is legal, but it should be investigated if there have been misuse
