Kosovo institutions so far have remained silent about the visit, giving no explanation either for the appointment schedule or any joint media conference, writes Periscope.
But, although Luttenberg [Merkel's chief for politics in Eastern and Southeast Europe] is unknown to broad opinion, Heker is very important as he made his career as a migration expert earlier.
He had worked as refugee policy coordinator from 2015 to October 2017 when he succeeded Christoph Heusgen in his current position.
Jan Hecker was a federal judge before.
His visit to Kosovo may not be about tax or dialogue, but given the current position and experience as an expert on immigration issues, it may have links with Kosovo refugees or visa liberalisation for Kosovo. /Periscope.
