By November 19, 2018, the Constitutional Court in Gjakova had sentenced Noecan to only 24 years in prison.
Before the murder of his wife and daughter, Noecaj had repeatedly abused his ex-wife, as reported in the police. Earlier, at a separate court hearing, the Constitutional Court in Gjakova had sentenced him to one year in prison for violence against her. Five hours before the murder, the victim had reported to police in Gjakova that he had received threats from Nocaj”, said in communique, broadcast Koha.net.
Following the Constitutional Court's ruling with only 24 years in prison, women's rights activists and some citizens expressed concern through the media over the easy sentence, which they did not consider appropriate consideration of these difficult circumstances.
These reactions enabled a series of protests about Kosovo, during which hundreds of men, women and young people rose to anger over the case, seeking justice. RGK was one of the organisers and supporters of these demonstrations, also RGK has co-operated closely with the media to seek justice in this case.
According to a press release circulated by the media today, the Court of Appeals changed the Act, re-qualified the crime as “Vlogging and Rare” and noting that the Constitutional Court has not taken into account critical circumstances.
RGK believes that this decision sends a strong and important message to those who would consider exercising violence against women. Such violence will not be tolerated by Kosovo society, and they will receive justice for their crimes.
