Veliaj gives tender 360 thousand euros to company with fake competition

Tirana City continues to practice tenders. Through a recently given tender, the municipality will grant around 360 thousand euros to Abkons company -- 23 thousand euros a month -- to register Tirana farmers.

Two companies participated in the tender: Abcons and the union of Grama shpk and Albad companies.

The Gramma and Albad companies were disqualified for failing to meet the technical conditions required in advance by the Tirana municipality. Both companies, Gramma and Albald, are construction companies. They have no experience in surveys, polls, data analysis, as well as no IT experts, agriculture experts and other experts wanted by Tirana City Hall.

Even the leading expert, which Gramma and Albad companies have presented as their project manager, results in an employee right next to Abkons company, which won the tender. In the reasons listed by the Approval Commission for disqualified union of both companies, it says:

Master expert/Manage Project: “Lare, who referred to the CV, turns out to be working next to Gramma from 2013, while it doesn't work on a hired payment list next to this OE. It's connected to an individual working contract from 2013 at a full time, but it doesn't figure out how to pay. In the released CV, it turns out that there's work experience from 2008 as a social-economic expert near A. SSA further close to ABKONS etc..”

So, likely, these two companies have served as front companies to legitimise the tender and announce the pre-elected company Abcons as winners.

This is a common municipality technique Tirana. In 2018 alone, Open Data Albania estimated that 173 tenders, out of 644 tenders Tirana City has made for 2018, were held only with an bidding company, or all other bidders have been disqualified for technical reasons, besides the winning company. /Readit. al
