Although she requested that the report on the case of police official in Drenas be made closed, Kosovo Police Inspectorate chief Miradije Kelmendi, reporting on the IPK's work in 2018 before the Home Affairs Commission, has continued open to the media.
During the report, she indicated that 194 Kosovo Police officers were investigated in 2018 by the IPK.
Members of this commission appreciated this report more statistically, even said one should not surrender to them.
Kelmendi said that in 2018 The Kosovo Police Inspectorate has addressed about 1400 complaints and information on the conduct of Kosovo Police officers.
A total of 194 police officers have been investigated during 2018, 12 arrests -- 50 suspensions -- 10 transfers due to the investigation -- have been conducted.
Kosovo Police Inspectors in 2018 has addressed 1419 complaints and information, which have different ways of bringing police employees. The incidents were initially handled by the Department for Management complaints and were then addressed in competence for investigation depending on the qualifications of violations. In the Department for Investigation, 648 complaints have been addressed, 174 are in the process of preliminary investigation, while 329 have been forwarded to the professional directorate for disciplinary investigation, meanwhile, 143 cases have been submitted to the prosecutor with criminal gossip or processing report. A total of 194 police employees have been investigated by the Investigation Department during 2018, 12 arrests conducted, 50 suspensions, 10 transfers due to investigations”, she said.
As a challenge to this institution, Kelmendi has named the position of IPK, the status of its employees at the salary level, and the lack of human resources.
Commission member Rexhep Selimi has sought to know how many police officials have been charged and arrested for taking bribes. IPK officials announced that only one police official was arrested for this offense in 2018. But Selim expressed doubts about this figure by saying how the staff has increased, and there are fewer cases until 59 people were charged with bribery in 2016.
Selimi also took an interest in knowing the position of acting as chief of the procurement office, while in her response chief Kosovo Police Inspector Miradije Kelmendi said the independent supervisory Commission has cancelled the competition with the argument that the selected person fails to meet the criteria.
The question also came from MP Aida Dorgti, who asked to know more about the issue of policemen who are the beneficiary of disability pension as war veterans.
The chief chief of the Kosovo Police Inspectorate said 148 police officials would be interviewed under suspicion that they committed criminal fraud for disability pensions.
These cases are not classified on this table because it's the case being investigated and if I'm not wrong Friday we've received a authorization from the prosecutor. Initially, we have requested the suspension of 91 officials who have psychic disabilities by the police director all are sent for medical examination, and it turns out that everyone has overstepped the level of psychiatric disability. The Center for Social Affairs has been informed that they're paying off, and I don't know if they've been attracted. They formed a commission and said that we would once again introduce all the disabled not only to the police, but to all who have this degree of disability. These police officials, with the prosecutor's permission, will all be interviewed 148 as they are, and we will first see the act of fraud”, Kelmendi said.
While, Jhelal Sfeqla asked how many IPK officials are under investigation, under indictment, suspended and evacuated during 2018. Kelmendi said three inspectors have been suspended and that two of them have filed charges.
The “I received the mandate of August 2nd, is a suspended official and the case is in the prosecutor. We await the court ruling. Two more are with a high indictment. Even there we are waiting for the court's” verdict, she said.
During this meeting of the Kosovo Commission for Internal Affairs, MPs asked to know more about the functioning of the call centre at the Kosovo Police Inspectorate.
And for that, the IPK chief said that the call centre is functional in three regions and all calls are accepted in their number and then forwarded to guardian officials and the response after that is very fast. There it made sure all calls are secured and no illegal wiretapping is allowed.
