The Legislative Committee on Tuesday assessed that the bill was in line with Montenegro's Constitution and legal system.
Serbian clergy and a part of the Serbian opposition considered the proposed unconstitutional and discriminated against law and sought to withdraw from the assembly's procedure.
Berane-Bijelo Polje highway was blocked. Also blocked is a siege in Budva, and a group of citizens from Herceg Novi blocked the road in Zelenica.
The entrance of Podgorica Airport has also been blocked by Serbs.
