Kosovo and Serbia have signed many agreements at the technical level, but many remain uninvolved because the will is lacking by both sides.
Presevo Mayor Shqirim Arifi has told Radio Free Europe that Albanians in the Presevo Valley are victims of Kosovo-Serbia reports.
Kosovo and Serbia have reached more than 20 technical agreements, including recognition of university diplomas.
