That Daciq is surrounded by people with such biographies shows and that the mafia or part of it has “installed” people through SPS, confirmed by the Centre for Rule of the Law: The charges against Lazarevic and Zagrazjan, despite having been acquitted of them, confirm that there are people in the narrow district of Daciqi who have duties and serve the needs of the mafia. If you look at the property map, the way of life, obviously those people don't live out of wages. This shows that the Dacic circle enjoys various benefits in exchange for other jobs. And that's not being processed in courts shows the system's weakness.
