The first agreement on co-governance among political parties took place in 2001, where the pre-convincing LDK, led by Ibrahim Rugova, was released in general elections.
But after much effort, he handed over the prime minister's post to a consensus candidate, which was Bajram Rexhepi.
Next elections were held in 2004.

Hashim Thaci's Democratic Party of Kosovo won these elections.
But neither did he have the necessary numbers to create the government alone.
So he was forced to link the coalition with the Democratic League of Kosovo.
Agreement between the two parties collapsed in 2010, at the time when the Constitutional Court found that Fatmir Sejdiu, who was president of Kosovo and LDK, had violated the constitution by holding two positions.
The country went to elections again in 2010.
The first one came out The PDK, which the government created with the AKRNA, and Hashim Thaci made prime minister for the second time.
Neither did this government carry the mandate to the end.
With no-confidence motion, the government Thaci 2, fell and the country went back to the polls.
Even in the 2014 elections, the Democratic Party of Kosovo came first.

But Hashim Thaci did not become prime minister.
Isa Mustafa assumed that role after the LDK agreed to join the coalition with the PDK.
Even the government Mustafa did not complete the constitutional mandate.
It fell in 2017, following a no-confidence motion initiated by the opposition.
Kosovo was forced back to the elections.
While, in this year's last-minute deadline for the surrender of the CEC lists, a pre-election coalition between the PDK- AAK- NISMA, known as the coalition PANU.
And the largest number of votes in the 2017 elections received just that coalition.
Ramush Haradinaj's government fell, after the latter resigned after Haradinaj himself had been invited to the Special Court as a suspect.
This prompted Kosovo to hold early elections, where the winning party emerged the Vetevendosje Movement by a slight margin in the vote, with the Democratic League of Kosovo.
