“We hope this is only an excessive response to the current situation and that international trade can move forward constructively”, the two people banned said through a statement.
They said authorities sought to sign a declaration saying they voluntarily gave up entering Macau.
China's move is believed to be revenge for the recent decisions by the American government regarding the political situation in Hong Kong.
Last month, US President Donald Trump approved the law to support anti-government protests in Hong Kong, despite China's complaints.
