On charges filed in San Francisco, Saudi agents have allegedly requested personal information for Twitter users, including known critics of the Saudi government.
Court documents have identified both people as Ahmad Aboammo, American nationals and Ali Alzabarah from Saudi Arabia.
The third person, Saudi citizen Ahmed Almutair, is also accused of spying.
The American daily The New York Times has said it is the first time Saudi citizens have been charged with spying within the United States.
The Twitter giant has said he has knowledge of “of the degree to which bad actors” can reach to undermine social network services.
Saudi Arabia is an ally state of the United States in the Middle East.
US President Donald Trump has established close relations with the Saudi kingdom, despite the fact that the latter was internationally condemned for the murder of journalist Jamal Khashoggi last year.
Khashoggi has been killed during a visit to the Saudi consulate in Istanbul.
