Analyst Armen Munja says the Balkan Mini-Sengen has some positive claims, since it has been proposed on the EU model for free movement of goods and people. But according to Muja, the problem lies with politicians who are aiming to live up to this idea.
According to him, the initials of this agreement, Albanian Prime Minister Edi Rama has no influence, while Serbia's President Aleksandar Vuciq has no credibility.
Muja even says that the Vuciq-Rama axis under the Berlin Process should be replaced with the Kurti-Vucic axis, as according to him, measurements show Kurti is the most popular leader in Albanians in the Balkans.

The Balkan Mini-Schengeni: There are not many details, but it is proposed on the EU model free movement of goods, people, services and capital. The proposal has many positive aspects, but the initials have no credibility (Vucic) or influence (Rama). In economic terms, Kosovo has a surplus of labour power and has a competitive advantage in services and would be a small compensation for the current trade deficit with countries in the region. Politically, barriers for integration of the Albanian and Serb people in the Balkans would be removed. Below are some challenges in this proposal:
1) Bosti Vucic-Rama in the Berlin Process should be replaced with Kurti-Vuccic ʹ measurements show Kurti is the most popular leader in the Balkans.
(2) Serbia has manipulated with such agreements in the past - Kosovo in the framework of the RCC has negotiated an agreement on free movement of professionals (the doctors, architects, builders) but has not been accepted by Vuci in Poznan. The deal was initiated in the framework of the Berlin Process. Albania had neglected the remarks that Serbia is a bad party to such initiatives.
(3) Free movement of workers cannot happen without recognition of their qualifications, Serbia does not recognise Kosovo's diplomas, and this makes the movement impossible.
(4) Vucic's earlier behavior is uncontainable with the removal of borders. In fact, he is passionate about the borders of Kosovo. He has made constant efforts to create new borders in the Balkans.
(5) Discussions about the mini-Schengen are taking place as the recognition strategy continues. News of Ghana's recognition is a serious blow to Kosovo.
(6) Discussions are continuing as Kosovo is facing a change in war by special Court,
(7) Vucic is a master of megaloman proposals to appear moderate while continuing to root democracy in the Balkans. These initiatives are proposed before parliamentary elections in Serbia, held in April 2020. In the meantime, Rama's legitimacy is also in doubt following the failure to open negotiations with the EU.
Therefore, Kosovo and the Balkans need to continue the flow of democracy. Kosovo's priority should be: (1) free movement of capital, goods, people with large Albanian communities, (2) free movement with EU countries, (3) sponsoring democracy movements in the Western Balkans, especially in Albania and Serbia, (4) regional deals in packages (not only free movement of goods) and guaranteed by the EU.
