Earlier Monday, Donald Trump said he was thinking of witnessing before Congress.
The probe led by the Democrats has so far focused on the alleged abuse of power by Donald Trump in US-Ukrainian relations.
Lawmakers demanded classified jury material from the report in July.
A judge in October allowed this approach, though the Justice Department appealed. As the BBC writes, Monday's hearing was to determine whether the appeal should temporarily block the previous grant of access.
Congress has seen most of the Mueller report, including some edited pieces, but a certain jury material has remained hidden.
