The European Commission launched the process two years ago with the proposal to apply the same rules to Whatsapp and Skype as applied by mobile companies.
But disputes between European countries related to complex topics such as fixing “cooquee” which track online users undermine the process.
Technological companies and European countries have criticised Privacy's proposals as extremely restrictive.
