The Vetevendosje movement has complained that the Secretariat of the CEC is not fully implementing the Supreme Authority's decision, since according to them the head of the CEC Secretariat, Enis Halimi, is not allowing all applications of paper coming from the diaspora.
As their communiqué from all votes coming late from the diaspora around 1700 remains outside the counting process.
CEC spokesman Valmir Elez has reacted to this statement, saying that about a thousand and 212 have been rejected.
He for Periscope said that following the Supreme Court's decision, the Central Election Commission has started with the final proceedings on this court's decision.
He said that since it's about ballots from abroad, we've started with the process of evaluating the supposed package with ballot papers. The evaluation process is necessary because only in this way do we manage to prove whether the ballot package was sent by the successful registered person as voters abroad.
Elez relates that in this process, it is understood whether there is more than one package of ballot papers in a sender.
So, based on the Supreme Court's decision, there are estimated 4 thousand and 539 suspected ballot packages, and finally we have 5 thousand and 882 packets of individualised balloting. After their assessment, 4 thousand and 670 were approved, while 1,000 and 212 have been rejected.”, Elez said.
Elez has also indicated why about a thousand and 212 diaspora votes were rejected.
He has explained that the reasons for their refusal are rated into 5 groups as follows:
- 535 cases when they sent out packages of balloting persons who were not registered successfully as voters on the voting list outside Kosovo;
- 115 cases are when they sent packages of ballot papers to persons who were refused to be registered as voters outside Kosovo;
- 128 other cases that have sent ballot papers to people who have not sent copies of the document to identify themselves;
- 159 cases when people sent ballot papers more than once; and
- 275 cases of people who sent the ballot papers had copies of the document over the deadline.
So only the supposed ballot envelopes will be counted here at QNR, which is 4 thousand and 670.
