Who is Richard Green, the envoy of Trump for the Kosovo-Serbia dialogue?

Talks between Kosovo and Serbia have been suspended in November last year when the Kosovo government imposed a 100 per cent tax on Serbian goods and those from Bosnia and Herzegovina.
US President Donald Trump has named US Ambassador to Germany Richard Green, sent to his administration in dialogue between Kosovo and Serbia, the White House has announced, broadcast news.
Green will continue to perform the post of US ambassador to Berlin, but will actively deal with talks on normalising reports between Pristina and Belgrade, as well as efforts to reach a final peace agreement.
The decision is considered surprising, considering that the US administration in late August had named diplomat Mathew Palmer as the special envoy for the Balkans who, among other things, was believed to be dealing with dialogue.
But who is Richard Green living in Berlin in a location not far from Brandenburg gate? It represents US policies in Germany, a country that was helped by Americans to be released during World War II.
We remember that in September 2017, President Trump nominated Richard “Ric” Green, former diplomats at President George Bush's administration.
During Bush's administration time, Green was the director of the Public Communication and Diplomacy team of four different American ambassadors to the United Nations.
During that time, topics such as wars in Iraq and Afghanistan, the Iran issue, as well as the North Korean nuclear programme, were discussed, which followed with the inclusion of the Syria issue.
Green has also served as political adviser and media spokesman for various Republican politicians, including John McCain, during the presidential campaign during 2000.
