Who uses plastic bags after June 1st, up to 1 million fine money

The Albanian government has issued several amendments to the Law “for several additions to law No. 10463, date 22.09.2011 “for integrated waste management”, modified” providing for administrative tightens for importers, large producers and plastic bag users.

One of the amendments says: Each person, who puts it into the market, produces, importes, or puts into the territory of the Republic of Albania plastic storage bags, light plastic containers, very light plastic containers, as well as opos-degradable or ox-biodederable plastic bags, according to the definition of Article 29 point, fined, at the value of 1 million to half million dollars.

Every person who uses plastic containers in the territory of the Republic of Albania, light plastic containers, very light plastic storage bags, as well as opos-degradable or ox-biodsegradable plastic bags, according to the definition of Article 29's score, of this law, is fined, at the value of between 30,000 and 100,000.

The bill envisions transitional provisions for the deadline for extraction of plastic bags by 1 February 2020/1 June 2020.

It remains unclear how these fines will apply to people on the street, while the bags are already the situation and it takes a time to get them out of circulation. /tch
