All these actions, according to the Kosovo Foreign Service Members Union Association, have been taking place over the past two months, until the Government is in resignation, KTV reports.
The union estimates that with decisions made, the system and capacities of the Foreign Service have been degraded.
In a long letter, this union has reminded Minister of Foreign Affairs Behgjet Pacolli of all violations. The letter, which Koha Ditore has secured, has also been forwarded to President Hashim Thaci, who is held responsible for several illegal decrees.
“You have continued to support and implement this trend of deviate processes and degradation of professional capacities, both within the ministry and diplomatic/consual missions, although these issues are regulated with clear legal provisions”, says the report on the 9-page paper, where it is considered that these cases have been repeatedly denounced.
In the letter where the union warns that this practice is not stopping, there has also been a need for political and criminal responsibilities.
The “is unfortunately, even today continuing deignive practices, signing decisions for appointment of diplomats and consuls, as well as standing up illegally... This illegal practice has never been interrupted and such decisions should be declared invalid”, said further in the report.
In the report, the Union has reminded the Ministry of each category of violations.
Among a series of union recommendations is a recommendation to President Thaci.
“President of the Republic, do not decree chiefs of diplomatic missions without hearings for the government's proposed candidate at the Commission for Foreign Affairs, and without clarifying that the reception state has been granted to the person he is proposing for the head of the mission in that state, just as the Vienna Convention for Diplomatic Relations” is said in the Union Association's letter.
