Within the priorities that the Agency for European Reform had assigned to Kosovo in 2016, it was also the establishment of the Agency for Curicle, Standard and Appreciation. However, the Kosovo government has not undertaken any initiatives towards its establishment. From the European Union Office in Kosovo stress that institutions are not working enough in this area.
The number of agencies in Kosovo would have to be added another since 2017.
This, since among the educational priorities the European Commission had assigned Kosovo, was also the foundation of the Agency for Currica, Standard and Appreciation.
But in the agenda's reports of European Reform, over the years this priority is valued in red, meaning that Kosovo has not taken a single step towards its establishment.
Awareers of educational issues estimate that the establishment of this agency would affect curerics, education standards, and assessment to be politically unconventional.
“would monitor the implementation of the new curriculum, which entered into force in all schools from 2017, then manage the arrival test and the prom test from the position of an independent agency and would define standards in education”, says Dukagjin Pupovci.
But, according to Pupovci, agencies in Kosovo are influenced by politics.
Under our terms, when political influence extends even through agencies that should be independent, I think this job could be done with even better organisation within August”.
Pupovci says the past two governments have not worked enough on implementing what they have planned.
According to him, the future government should take education priority.
“Priories should be improving quality in pre-university education, should be seen in what way the new curriculum is being implemented”.
That Kosovo has not implemented the specific priorities for education, they have also stressed by the European Union Office in Kosovo.
Through a written response from this institution, they have told T7 television that institutions should be more engaged in the field of education.
The latest “Report for Kosovo stresses that Kosovo has not addressed implementation of the new curriculum structure for primary and middle education and lists as damaging factors: lack of qualified staff of teachers, equipment materials and undeveloped student evaluation system. Therefore, it is very important that Kosovo authorities address these problems and ensure that Kosovo children receive education with quality comparable to that of their colleagues in the European Union”.
The EU office said they are willing to support Kosovo institutions in this area.
