Italy put the issue of enlargement at the summit earlier in the lead, but without success.
However, Prime Minister Ctete considered French veto historic for the two Balkan countries and warned that this decision would pave the way for other actors to boost influence in the region.
In addition to France, it was the Netherlands and Denmark that opposed opening negotiations with Albania, writes TCh.
