The GAP Institute has requested detailed data of mobile phone spending for 2018 from the prime minister's office and all ministries. The Public Data Access Law has been answered by 13 ministries. While the prime minister's office and eight other ministries (the Ministry of Infrastructure and Transport, the Ministry of Defence, the Ministry of Environment and Spatial Planning, the Ministry of Public Administration, the Ministry of Education, Science and Technology, the Ministry of Foreign Affairs, the Ministry of European Integration, and the Ministry of Diaspore).
From the data of these 13 ministries, during 2018, about 109,500 euros were spent on using mobile phones. In terms of these expenses, the Ministry of Regional Development and Agriculture, Forestry and Rural Development ranks first.
According to Article 5 of the directive, a minister is allowed to spend 250 euros a month on the use of telephone abroad (Roming). These expenses of ministers from the ministries that we have received the answer amount to 22,562,97 euros during 2018.
In the order of ministers for 2018, spending out of spending has been made by Andrew Shala, Minister of Trade and Industry, who has been appointed in October 2018 and has spent about 300 euros in November, exceeding the allowed expenses for 50 euros; and, Bajram Hasani, Minister of Trade and Industry, who has exceeded spending on March for 50 euros (however 300 euros).
Monthly expenses of roaming phones that are allowed to be a deputy minister/e are 150 euros per month. During 2018, these expenses total about 36 thousand euros. In the line of deputy ministers for 2018, spending has been made:
Xhavit Zariqi, deputy minister of the Ministry of Economic Development, who in November exceeded spending for 155 euros (Although 305 euros); Arbere Krasniqi, deputy minister at the Ministry of Trade and Industry, which has exceeded spending in October for 100 euros (Although 250 euros); Izmi Zeka, deputy minister at the Ministry of Internal Affairs, has exceeded spending in August for 30 euros. Bujar Cacoli, deputy minister at the Ministry of Innovation, has exceeded spending in October for six euros, in November for 38 euros, and in December for 67 euros.
Use of mobile phones and fixed in central institutions is determined by Administrative Guide No. 04/2008 drafted by the Kosovo government.
It sets the limits of these expenditures with the aim of performing the jobs and tasks of officials in an orderly and efficient manner. According to this instruction, live for the Rwaming phone (exploiting of mobile phones abroad) has the prime minister/ja, deputy prime ministers/et ministers, secretary-general of the prime minister's office and chief/of the prime minister's cabinet, which expenses range from 150 to 250 euros at the height of the political post. While, fixed access to the phone has all the officials of Kosovo Government institutions and there are a total of 14 positions that are entitled to filling mobile phones that are brought from 20 to 70 euros a month depending on the height of the position.
