44,000 students were deceived: Rexhep Hoti's 300 thousand euro scandal

25 local companies had entered the race to win the tender, worth 300 thousand euros, opened by the Prime Minister's Office, for supplies of books and novels from 1st to 12th classrooms of Kosovo Republic elementary school and high school, writes Insander newspaper.

Of those 25 companies, the winner was declared the N.T.P. Economic Operator Group. V LORA and Graphics Trade Company Blend. The contract, signed on September 16th, also contained the date when these books would be submitted to National Coordinator for Culture, Youth and Sports Rexhep Hoti. The date when these books and other awards were to be delivered to winning students in the Cultural Creativity and Critical Thoughts and Ditur in the Republic of Kosovo was October 21st.

Although they've been through 10 days after this date, books are nowhere. Even the group of economic operators, the winner of this contract that is “NTP Vlora” and Graphical Trade Company “Bland”, with great convenience, say the project's implementation is still under way.

They in an answer to Gazeta Inseder have said that the delivery of books will be done on legal terms, though one has already passed.

“NTP Vlora”, with a simple Google search, reveals the winning life of several other tenders in Kosovo. This company received tenders from the Hydroeconomic Company “Ibr Lepenc” in 2015, in the Rahoveci municipality, had received another tender for supply of sports requisite for schools, contracts worth 22.755.00, as well as a tender for the Kosovo Post, which no longer turns out after it was erased. While the Graphics Trade Company Blendi had taken care of printing of the Alliance for the Future of Kosovo's campaign posters in the 6 October elections.

Over three days, the newspaper Insider has attempted to receive an answer from the Prime Minister's Office about the steps it has taken to delay this tender of about 300 thousand euros, but have not yet returned.

And this delay has been a big deal, the National Commissioner for Culture, Youth and Sports, Rexhep Hoti. He, in a pronouncement for the Inseder Journal, has said it is becoming a bad shadow to the project.

“It's a lot of work, it's shadowing the project. We're absolutely fucked up by the”, it was Hoti's short answer.

Report extending tender of about 300 thousand euros of books

The newspaper Insider has also provided the short report on the book tender for municipal level and other awards of winning students in the Cultural Creativity and Critical Thoughts and Ditur races in the Republic of Kosovo.

In this report, winning students are said to receive a set of books worth 50 euros. From this general race at the school level, municipal and republic of the National Guard in Ditur, as well as Cultural and Critical Thinking Centres of 316 thousand students at the lower middle and middle-level secondary level have been declared 44,723 winners from 29 participating municipalities.

There are a total of 40, 624 winners on the school level. All will be equipped with certificates from the government that end up printing.

At the municipal level alone in Cultural Creativity and Critical Thinking, we have 2078 winners. All winners will be equipped with a 50-euro book set that will be wrapped in special packing.

At the municipal level for the Dituria race we have a total of 1467 winners”, it says among other things in the report, in which are the titles of the works that would have to be donated to the winning students.
