More than 7 years later, the agreement -- unless it has been implemented on Serbia's part -- is likely to damage millions of untapped, dedicated to its implementation.
KTV has sent a series of questions to the EU's senior representative's office, Federica Moghrini, for not proving the agreement on the part of Brussels, and whether this issue has been raised as a concern in dialogue.
“We have not accepted any complaints from Kosovo authorities”, has been the brief response of spokeswoman Maja Kocijancic.
Such an answer, however, makes it meaningless to be the deputy minister of Internal Affairs, Isa Xhemajlay.
Xhemajlaj recalls that 2 of the three joint objects that have been Kosovo's duty are almost complete, until the third -- the one in Brnjak -- has not started due to obstacles by Serbian authorities.
And the three objects that were Serbian's duty, those in Jarinje, and the White and the Muqiba, have never started.
And, according to Edita Tahiri, the government of Ramush Haradinaj has shown no interest in dialogue and agreements that had been reached, which, according to her, has led to a halt in implementation.
The complaint mechanism, according to Progress Kryeziu, has not been used by the Kosovo government, not only by the last one.
Kryeziu recalls that, in addition to being blocked with the IBM agreement, Serbia has violated the obligations it has agreed on even in the case of the energy agreement, the one for justice and free movement.
