Gent Cakaj was nominated by Prime Minister Edi Rama to replace Ditmir Busat, who was dismissed by the prime minister during the National Assembly, which was held on December 28th.

We remember that President Meta has not signed even the Ditmir Bushat dismissal decree.

President Meta was named by Freedom House years ago as Albania's most corrupt politician after the many corrupt relationships he has had in public positions he has held. The failure of Cakaj clearly shows that Meta, although president of the Republic of Albania, is no longer neutral.

He is openly involved in Kosovo's internal issue of reaching the final agreement with Serbia, listing himself in the coalition against President Thaci and his idea of reforming the borders, which includes Ramush Haradinaj and the two opposition parties in Kosovo, as well as Sali Berisha with his party in Albania.

For a long time, Meta has been opposed to the idea of correcting borders, while Prime Minister Rama has expressed neutrality and neutrality.

Mr. Prime Minister,

During his duty as deputy minister for Europe and Foreign Affairs, Mr. Gent Cakaj has testified with data, facts and attitudes that not only does he lack the tested experience in the field of foreign policy, but that his public stances concerning key regional policy issues are unacceptable.

Its public stances in the context of the debate on the so-called correction of the borders of Kosovo and the Western Balkans are in full opposition to the current government's programme for foreign policy and its explanation by the Ministry of Foreign Affairs (line from the interview of Albania's Deputy Minister for Europe and Foreign Affairs Gent Cakaj for the “debate programme in Klan Kosova, d. November 01: 2019:

“ ...Now to correct the borders nominally this is not just a linguistic operation to relativise the territorial exchange issue, but the situation has evolved away.

The first evolution is, because it's being conceived in a series of general territorial corrections that are occurring in the Western Balkans<x0...).

These dangerous statements of Mr. Gent Cakaj, with unpredictable consequences in the region and beyond, in bilateral planning and beyond, is openly opposed to the regional policy of the Albanian state, NATO and the European Union itself.

Supporting, sponsoring or failing to respond firmly to the issues for exchange of territory/reforming borders in the region is the destructive approach that threatens the peace and security of the region and incompatible with Albania's commitments and obligations as a NATO member and undermines our country's credibility as a factor of stability in the region.

Mr. Prime Minister,

From information administered on the verification of security and purity of the image, the president of the Republic lets you know:

Mr. Gent Cakaj has shown a serious lack of accountability during the exercise of Deputy Minister for Europe and Foreign Affairs's duty, neglecting to implement law and illegal acts guaranteeing the secure circulation of classified state intelligence.

Absolutely Mr. Gent Cakaj with VKM No.342, date 07.06.2018 has been appointed to the post of Deputy Minister for Europe and Foreign Affairs, whose exercise necessarily requires personal security certificate equipment in order for the person to be recognized, manage or process classified information.

From this moment to subject in question, law enforcement no. 8457, 1102.1999 “for classified state secret information”, modified, No. 188, date 04.03.2015 “for approval of personnel safety regulation”, No. 836, the date 14,10.2015 “for the adoption of the regulation for working with classified information of NATO and the European Union” and sublegal acts in their implementation, issued by the Ministry for Europe and Foreign Affairs, Mr. Gent Cakaj is given the legal obligation to apply and equip with relevant Security Certificates.

From official information administered by MEPJ, by DSIK and other law enforcement agencies results in Mr. Gent Cakaj, for a continuing period of seven months, has clearly neglected the implementation of over-mentioned legal and underground acts, which, according to predictions of the law, constitute criminal offences and are punishable under legislation in effect.

According to document confirmation of MEPJ and DSIK, Mr. Gent Cakaj has completed the application form only on January 03rd, 2019 (3 days after signing the proposal for decree as MEPJ minister.

Mr. Cakaj, with non-fulfilling application form and failing to pay with relevant Security Certificates for June 7th 2018 to January 3rd, 2019, has not only jeopardised classified state or secret information. NATO and the EU, but on the other hand, it has openly demonstrated its disobedience in the face of a clear legal obligation.

Also with the failure to complete the security form at the time required, he has prevented security verification for this period, as under Article 12 of the Staff Security Order, approved with the VKM No.188, date 04.03.2015, where the verification of security begins only after the applicant has accepted and given written consent, regardless of the function and duty he has exercised and enforced the need for recognition with classified information.

His avoidance of implementing these legal obligations is first a violation for which each official should bear the responsibilities he has to bear, but at the same time this behavior shows the lack of accountability in exercising public office such as the Minister for Europe and Foreign Affairs, and is a very clear indication of the risk this candidacy carries to exercise the very important task proposed for appointing the Ministry for Europe and Foreign Affairs.

Security Certificate Process for Mr. The Gent Cakaj conducted by DSIK in one day (04 01.2019), seems to be a process carried out under emergency conditions, and contrary to procedure and the requirements of law No. 8457, 1102.1999 “for classified state secret information”, modified and VKM No.188, date 04.03.2015 “for approval of the regulation for the security of personnel”.

In the form of how it was carried out, the security verification process for Mr. Gent Cakaj does not guarantee the proper credibility of the Security Certificates issued by the Disqualified Information Insurance Directorate (DSIK).

According to letter No. The Ministry for Europe and Foreign Affairs date 8.01.2019. Gent Cakaj, has completed the security certificate application near this ministry only on the date 03.01.2019, even though meeting this obligation starts with taking office as MEPJ deputy minister.

Mr. Gent Cakaj was forwarded from MEPJ within the day to Classified Information Insurance Directorate with a letter no. 35 prot., date 03.01.2019. The Classified Information Insurance Directorate (DSIK) has issued personnel security certificates for Mr. Gent Cakaj 1 (one) days later and no letter. 18 prot, date 04.01.2019, has forwarded these acts to the Ministry of Europe and Foreign Affairs.

From Information D SIK, forward the president of the Republic with a letter no.87 prot, et. 07.01.2019, confirmed that “Z. Genc Shkelzen Cakaj, born in Pristina at 06.07.1990, is equipped with the CSP level “Secret Over”, for recognition of classified information “State Secret”; “Comic Top Secret” for recognition of NATO classified information and “EU Secret/Secrete US”, for recognition of classified EU information. These CSPs were issued on the date 04.01.2019 and are valid by the date 03.01.2024. ”

So it turns out that the process of verification, carried out in this case by (DSIK) as the National Security Authority in Albania, has been realised within 1 (one day) that refers to facts, and Gent Cakaj's data, clearly shows that no actual process of verification has been carried out under the conditions, obligations, criteria and procedure envisioned in the Staff Safety Adjust, adopted with the VKM No. 188, date 04.03.2015.

Mr. Gent Cakaj, holds two citizenships, he is a citizen of the Republic of Kosovo, as well as a citizen of the Republic of Albania. He has conducted studies outside the territory of the two countries (Albania-Kosovo), respectively, in Hungary and Belgium countries where he has lived for a relatively long time.

Reference to these data, as well as those required and reflected mandatory for statements to the security questionnaire in the application, the Classified Information Insurance Directorate will be tasked that under law no. 8457, age 11.2.1999, “for classified information “State Secret””, modified, and point 13, 14. 188, the date 04.03.2015 “for approval of the rules for the security of personnel”, to conduct a deepening verification of all the information collected, not just in the respective institutions of the Republic of Albania.

In the application of Article 21 of the Security Order approved by the VKM No.88/2015, in concrete case this verification would also have to be carried out in the partner organisations of the Republic of Kosovo. In this article it was quoted as: “Before CSP is issued for a person who holds two citizenships, DSIK co-operates with counterpart authorities for conducting corresponding verifications”. Also in office as Vice Minister for Europe and Foreign Affairs, and as the prime minister's candidate for the MEPJ position, this verification would also have to be carried out in Belgium and Hungary, countries where Mr. Gent Cakaj.

Meanwhile, managed information results in the entire process of verification and security assessment to determine whether Mr. Gent Cakaj is a loyal, reliable and confident individual who confirms from the security point of view that he meets the conditions set for recognition, preservation, management and transfer of classified information has been realised in less than 24 hours.

This action clearly shows that the verification process, not complete, is not objective, but only undertaken for the procedural (non-communicable) fulfillment of additional information that would require the president of the Republic to function on constitutional verification due to the process of appointing this citizen in the post of Minister for Europe and Foreign Affairs.

Mr. Gent Cakaj does not meet the conditions, creates no credibility, and does not provide the necessary guarantees for objective exercise and, at the required extent of the minister's highly important task for Europe and Foreign Affairs.

Under these conditions, the president of the Republic, in fulfillment of constitutional obligations such as the head of state, as head of the National Security Council and its specific constitutional role in the foreign policy of the Albanian state, rejects your proposal No. 6174.
