German media report on Cakaj's failure to die: Reflect institutional crisis

A declared public crisis between the presidency's institution and Krymnistria risks deepening. The reason to emerge is President Ilir Meta's refusal to decree Albania's foreign minister, Gent Cakaj from Pristina, proposed by Prime Minister Edi Rama for the post, following deep changes in his government two weeks ago, including the departure of Foreign Minister Ditmir Bushati.

President Meta argued rejection with the account of the 28-year-old from Kosovo, Gail Cakaj. For Meta: “Genti Cakaj has a clear lack of political, diplomatic, administrative, state experience, in each element and overall”. To argue Gent Cakaj's inappropriate profile, the president refers to several statements issued by Cakaj last year in a television show: “for the exchange of territory or the correction of borders between Serbia and Kosovo”. Meta quoted Cakaye as saying that the “exchange of borders is being conceived in the waters of general territorial corrections that are taking place in the Western Balkans”. Another argument is the failure by Gent Cakaj, of the legal obligation to receive the Security Certificate, when in June 2018, by Prime Minister Rama's adviser, he was appointed Janit's deputy minister, which for President Meta “makes criminal offenses punishable according to legislation in power that has not only jeopardised classified state or secret information. NATO and the EU, but on the other hand, it has openly demonstrated its disobedience in the face of a clear legal obligation”.

The institutional crisis in Albania and the Kosovo- Serbia

Arben Cicci, director of President Meta's Cabinet, in a statement for a television channel in Tirana, commented on President Meta's superior public stance for Mr. Meta's statements. Rama called the refusal to decree Gent Cakaj “avaz of Republika Srpska President”.

The 28-year-old man from Pristina, Gent Cakaj, has returned to the daily character in Tirana. It seems that the real cause is the different position of President Meta and Foreign Minister Bushati, towards the possibility of normalising Kosovo-Serbia relations through changing borders. President Meta and Minister Bushati do not support this option, thus in line with Germany's official position. Prime Minister Rama has attempted to declare his position, hinting that he may not even rule it out as an option. Both Meta and Bushati have consistently expressed the idea, that changing borders brings risks to peace, security and stability in the region.

There is no power in the world to pressure and blackmail the president of the Republic of Albania. There is no Constitutional Court in the world that prohibits and interprets the competencies given to the Constitution of the Republic of Albania to the president for appointment and dismissal of ministers, and in particular to those who are members of the National Security Council.
