A civil servant in Prizren has refused to hold a strike, saying there are other cases that have much less income.
Twenty-five thousand civil servants from Monday have gone on strike, as they seek to make changes in the law on wage levels.
However, one of these civil servants has refused to hold a strike by continuing to get rid of his work.
He says he will work, after which others have very small incomes, citing citizens living with state aid of 75 euros.
