STAT has conducted a significant number of inspections, which were raised year after year: 6641 inspections for 2015: 761 inspections were conducted in 2016, reaching the highest number 10,887 in 2017, reports ScanTV.
The most problematic areas, which have the highest number of samples with external indicators, are Tirana-Durras-Elbasan and Fier-Vlore-Berat.
During that period, according to the KLSH, fines have been imposed according to 2015, 2016 and 2017 respectively: 271, 257 and 76 fines, which follow the trend of lowering subjects with indicators of samples outside quality standards, with their collection growing, although voluntary collection of fines remains problematic.
While in its analysis the High State Control concludes that the number and quality of inspections is in short supply, as the State Technical and Industrial Inspectorate itself lacks in the necessary infrastructure (fuel, fuel, computer and internet equipment), as well as regional offices, for conducting physical and on-line inspections.
There are also problems in organising inspectors according to sectors and distributing their professional formations in these sectors.
